SUPV QUALITY ASSURANCE SPEC with Security Clearance
Dutieso You will responsible for long range planning, developing and implementing the Divisions Quality Assurance (QA) program and goals to ensure that contractual obligation have been met.o You will provide primary contractual and quality oversight of the Government contracted Ship building and repair efforts.o You will plan, organize, develop, evaluate, and implement changes necessary to ensure a quality assurance program which will provide, on a continuing basis, quality information for ascertaining that contractual requirements have been met.o You will be responsible for designing a quality assurance plan that includes a surveillance plan, special projects, quality related studies, and investigation of quality problems related to the quality of products or the contractor's quality program.o You will coordinate all oversight efforts concerning shipboard navigation, switchboards, sonar dome, vertical launch system, and similar electrical/electronic systems.o You will develop,, execute and manage the combined SUPSHIP force quality assurance team and incorporate selected members of the ships company personnel into the division quality representatives for the duration of ships availability.o You will develop, execute and manage the compartment completion processes on all ship programs under SUPSHIP cognizance.o You will coordinate all oversight efforts concerning the monitoring of industrial processes and non-destructive testing (highlighting any technical issues ascertained during ship fabrication and construction).o You will monitor the capability of the builder' s processes, regularly audit their in-process execution, and inspect the final products produced.o You will make decisions on administrative and intricate quality problems presented by subordinate team leaders, and advise, counsel and instruct these personnel in analyzing and resolving problems.o You will plan and apply QA methods and techniques to audit and monitor the contractor's QA system and processes.o You will hear group grievances and serious employee complaints, and those not resolved at lower levels.o You will investigate complaints, and initiate disciplinary actions likely to involve suspension or removal of employeesRequirements Conditions of Employmento Must be a US Citizen.o Must be determined suitable for federal employment.o Must participate in the direct deposit pay program.o New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification checkTo learn more about E-Verify, including your rights and responsibilities, visit e-verify.govo Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.o Males born after 12-31-59 must be registered for Selective Service.o You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on dutyFailure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.o This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA)Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.o This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sitesYou must be able to travel on military and commercial aircraft for extended periods of time.o Supervisors in the executive branch have a heightened personal responsibility for advancing government ethicsYou will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector providing guidance in quality assurance inspections, assessments, or surveillance of contractor performance, operations, or quality control processes to ensure compliance with shipbuilding requirementsAdditional qualification information can be found from the following Office of Personnel Management web site:
