THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.
This position is located in the Hull Engineering Division of the Engineering Directorate. The Engineering Directorate provides the engineering and technical management services for the Supervisor of Shipbuilding, (SUPSHIP), Bath, Maine.
The selectee will provide professional Naval Architecture and engineering expertisein the area of design, construction, test and post-delivery activities of naval ships. Specific emphasis is placed on issues pertaining to naval architecture andhull structures, shock (pertaining to non-contact underwater explosives), habitability, deck machinery, welding, aviation facilities, ship arrangements, weight control, stability, fluid dynamics, damage control, corrosion control, insulation, accuracy control, lifting and handling and radar cross section.

As a Naval Architect, your duties will include, but not be limited to:
Making engineering calculations, analyzing data, and using engineering judgments to draw conclusions on engineering-related tasks.
Making technical engineering reports on research conducted or on projects to which assigned.
Explaining technical/engineering information to nontechnical personnel.
Applying engineering technologies in a business or engineering organization.
Performing naval architectural calculations in order to solve installation problems on ships' structures.

Successfully completed a professional engineering degree from an ABET-accredited (Accreditation Board for Engineering and Technology) college or university.

Successfully completed a professional engineering degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics.
OR
Have a combination of education and experience that is equivalent to a professional engineering degree. I have a Professional Engineering Registration to demonstrate the adequacy of my education and experience.

Have a combination of education and experience that is equivalent to a professional engineering degree. I have successfully passed the Engineer-in-Training (EIT) examination, which demonstrates the adequacy of my education and experience.

GS-05: Applicants must meet the minimum education requirements as described above .
GS-07: In addition to meeting the basic education requirement, your resume must demonstrate at least one full year of specialized experience equivalent to the next lower grade level (GS-05) in Federal service or equivalent public or private sector as a naval architect supporting the design, research, and building of naval ship design projects. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.
Examples of qualifying experience include:
Assisting in the design structures or systems in support of naval ship construction;
Assisting in ship design projects;
Performing engineering calculations for design development.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional training, experience and possibly education. Acceptable evidence which demonstrates the possession of the selective factor is:
1. A degree in the engineering discipline of Naval Architecture.
2. Naval architecture work which involved the generation and/or application of theories, principles, practical concepts, processes, and systems related to shipbuilding in such areas as: hydrodynamics, hydromechanics, and hydrostatics; primary and secondary structural design; structural mechanics and dynamics; acoustics and vibratory phenomena, design, standards, codes, techniques, and practices for naval vessels and marine structures; advanced mathematics, economics, and computer science;
physical and biological sciences; and critical inquiry, analytical reasoning, problem solving, and scientific methodology. Concerning the design of a ship as a whole and not with the internal design of pieces of equipment placed in or on the ship. Work that demonstrates the whole ship concept includes such areas as, design, construction, operation, remodeling, and decommissioning of whole entities; design, construction, and integration of internal and external shipboard systems and structures, including the arrangement and installation of equipment or systems; and establishing standards, safety regulations, and operational guidance and procedures.
